Arrow Financial is one of the worst collection agencies to deal with. They are bottom feeder debt collectors and they prey on you knowing the chances of you knowing your credit rights are slim.

They will threaten you with law suits, change the date of last activity on your credit report and do most any thing they can to threaten you into paying the debt.

Tread easy and dispute all information on your credit report that has been place by them. Keep detailed records and do not talk with them by phone.
References :
http://www.budhibbs.com/debtcollectorpages/arrow_financial_services.htm

The simplest thing to do is call the credit card company. When they sell the account they keep the information on who they sold it to. So when you call them they will give you the number to call or sometimes they will just transfer you to them directly.
References :
Go to the website of Arrow Financial Services, they should have a link to your old credit card company.

I say this because I had a MBNA account and Bank of America bought them out -- when I went to the Bank of America site, sure enough, they did have a link where I could pay my MBNA account.
